该舰是中国自行设计建造的大吨位、现代化的现役新型导弹驱逐舰。据英国《简氏战舰年鉴》介绍，该舰全长153米，宽16.5米，标准排水量5000吨，满载排水量6600吨，采用双轴驱动，最大航速超过30节。它装备有现代化的反舰导弹、舰空导弹、反潜自导鱼雷和全自动火炮等先进武器及对空对海搜索雷达、远程警戒雷达、导航雷达、火控雷达、 舰壳声纳、变深度声纳、作战指挥系统和电子对抗系统等新型装备，还配备有舰载直升机，具有强大的对海攻击和防空、反潜等综合作战能力。“深圳”舰是我国自行设计制造的吨位较大、高科技含量和现代化程度较高的新型导弹驱逐舰，1999年4月服役。

051C型舰体基本上沿袭了167“深圳”舰（即051B型驱逐舰）舰体总体设计， 舰上一共有三层甲板，与051B型驱逐舰一样采用了蒸汽动力装置。最显著的特征是装备来自俄罗斯的“里夫”改进型防空导弹系统与“墓碑”相控阵雷达，主要 担负编队区域防空的任务。舰艉有直升飞机起降平台，平台之前外观类似机库的上层建筑，实际是容纳4个单元防空导弹垂直发射装置，另有2个单元垂直发射装置 安装在舰桥之前。而与052、051B和052B等型驱逐舰携带有16枚之多的反舰导弹不同的是，051C仅配备了两个四联装鹰击-83型反舰导弹8枚。 051C型舰艏安装有一座单管100毫米全自动主炮，还在舯部两舷装备有2座730型近防炮系统。
